i.e., how to start one up? I'd like to put something together but not quite sure where to start in terms of the tech stuff. I have a G4 laptop at home.

Not in all cases: the link I posted leads to radio shows that can be legally downloaded. I share your concerns, but don't think this is going to kill radio, especialy when so many podcasts are acutally cooking shows and the like. A lot of legit podcasts reach a market that commercial (and non-commerical radio) don't reach, because they don't want to be bothered.
I guess all we can do is wait and see what develops, but I think a lof ot the fears expressed in the article are overblown.
